What Is EPR?

 

Extended Producer Responsibility (EPR) is a new UK regulation launching in 2025 that changes how packaging waste is managed. It places more responsibility on the businesses that supply packaging, encouraging better recycling and more sustainable choices.

 

If your business places packaging on the UK market, you may need to report data and, in some cases, pay fees linked to the type and recyclability of your packaging.

 

Who Needs to Comply?

 

Large Producers - You are classed as a large producer if you:

 

  • Turn over more than £2 million, and

 

  • Handle over 50 tonnes of packaging per year

 

Your obligations:

 

  • Register with the environmental regulator

 

  • Report packaging data every 6 months

 

  • Pay EPR fees for household packaging from October 2025

 

Small Producers - You fall into this category if you:

 

  • Turn over £1m–£2m, and

 

  • Handle more than 25 tonnes of packaging annually

 

Your obligations:

 

  • Register

 

  • Submit packaging data once a year

 

  • No EPR fees yet, but reporting is still required

 

Below Threshold

 

If you don’t meet the turnover and tonnage requirements, you won’t need to register.

 

However, you may still be asked to provide packaging information to customers who rely on your data.

 

What Information Must Be Reported?

 

Businesses may need to report:

 

  • Packaging activities (e.g., importer, packer/filler, brand owner)

 

  • Packaging type (primary, secondary, shipment, tertiary)

 

  • Material type and weight

 

  • Whether packaging is household or non-household

 

  • Recyclability details (for large producers from Oct 2025)

 

What Costs Are Involved?

 

From October 2025, large producers will begin paying fees that cover the cost of collecting and recycling household packaging waste.

 

These fees are based on 2024 packaging data, so accurate records now are essential.

 

Small producers currently only pay registration and compliance scheme fees.
