BdR currently employs 25 staff at their offices in Hadlow, Kent working mainly in the south east. JOB DESCRIPTION Job Summary: The role of the Transportation Engineer is to enable BdR to provide full Transport consultancy services to developers to enable them to fulfil their planning obligations and gain planning permission for new development. This will include the preparation of pre-application transport documents where required, ongoing liaison with clients and the local highway authority and attendance at pre-application meetings, the preparation of Transport Assessments, Statements and Reports, including liaising with external survey companies to arrange traffic surveys and junction modelling using PICADY/ARCADY software, the preparation and managing of Travel Plans, and representing BdR on Transport matters at public events, such as public consultations or planning appeals, as required. Main Activities: Preparation of Transport Assessments / Statements / Reports Preparation of pre-application transport scoping documents. Ongoing liaison with the Local Highway Authorities (LHA) to agree scope of Transport works. Attendance at pre-application meetings with the LHA/clients if required. Liaison with external survey companies to arrange traffic surveys as required and analysis of traffic survey information. Acting as an expert witness relating to transport matters at events as required (such as Public Consultations for proposed developments, Appeal Hearings, Public Inquiries etc.). Preparation of reports in accordance with Local Authority (LA) thresholds for Transport Assessments/Statements/Reports, which may include the following; Analysis of national and local Planning Policy context for transport reports. Gathering information on site sustainability, local services and accessibility. Undertaking Visibility Splay calculations in accordance with Manual for Streets 2 and TD Link Design and carrying out Sightline analysis where required. Analysing and interpreting data gathered from transport studies. Analysis of relevant LA parking standards. Obtaining relevant TRICS trip rate data when required and forecasting the impact of new developments using TRICS trip rate data. Junction modelling using PICADY/ARCADY software. Undertaking Growth Factor calculations using TEMPro software. Obtaining Accident Statistics from the LHA as required and analysis of accident of Personal Injury Accident data or ‘black spots’ to design road safety improvements if required. Looking at schemes to manage traffic. Experience preparing and managing Travel Plans would also be beneficial, including the preparation of Travel Plan reports, liaison with clients and the Local Highway Authority to agree development targets and measures, and the ongoing monitoring of a Travel Plan. Minimum Requirements; For this role, we are seeking an experienced Transportation Engineer with the following attributes; Incorporated / Chartered Engineer (or working towards chartership). Knowledge of standard transport engineering practices, techniques and procedures. Experience in preparing Transport Assessments, Transport Statements and Transport Reports for different land uses (residential, industrial, school etc.). Client focused and being able to anticipate future customer needs. Excellent oral and written communication skills. Experience using PICADY/ARCADY modelling software. Experience using the Microsoft Office Suite. In addition to the above it would be desirable to have experience of; TEMPro Software Preparation of Travel Plans Management of Travel Plans Preferred Qualifications; Incorporated / Chartered Engineer and member of a professional institution. An understanding of Transport Issues/Transportation Engineering Experience. Experience using PICADY/ARCADY software.
